Co-operative Care Health provides evidence-based behavioral and health services designed to improve the quality of life for individuals with developmental and complex health needs. Led by Brandon Franklin, MS, BCBA, LBA, and Troy Fry, MS, BCBA, LBA, both Board Certified and Licensed Behavior Analysts, the organization specializes in applying behavior analytic principles to support meaningful outcomes in health, independence, and community participation.

With well over a decade of clinical, educational, and systems-level experience, Brandon and Troy have worked across healthcare, school, and community settings to improve services for individuals with developmental disabilities. Their work integrates applied behavior analysis with interdisciplinary healthcare to address areas such as chronic health management, adaptive skills, and behavioral support.

Tory Fry, MS, BCBA - Co-Founder

Troy Fry is a Board Certified Behavior Analyst and co-author of Essential for Living. He serves as the Chief Executive Officer and Chief Clinical Officer, providing overall clinical leadership, strategic direction, and stewardship of the Essential for Living curriculum. Troy is also a Co-Founder of Co-Operative Care Health.

Troy has spent decades working with individuals with moderate to severe disabilities across educational, residential, and community-based settings. His work has focused on ensuring that assessment, skill selection, and intervention decisions are grounded in social validity, dignity, and meaningful quality-of-life outcomes. Through his leadership, EFL has continued to evolve as both a practical curriculum and a broader framework for ethical, functional, and compassionate practice.

In addition to his leadership role, Troy is deeply involved in advanced consultation, mentorship, and content development. He plays a central role in shaping strategic partnerships, guiding clinical priorities, and supporting organizations and practitioners implementing EFL across diverse service systems and cultural contexts.

Russ Franklin, CCO - Chief Crumb Officer

Brandon Franklin, MS, BCBA, LBA, IBA - Co-Founder

Brandon Franklin is a Board Certified Behavior Analyst specializing in the application of behavior analysis within healthcare settings for individuals with intellectual and developmental disabilities and autism. He serves as the Chief BCBA for the Lee Specialty Clinic in Louisville, Ky and Co-Founder of Co-Operative Care Health, providing clinical consultation, professional training, and strategic guidance focused on improving healthcare access, experiences, and outcomes for individuals with disabilities.

Brandon has spent his career working with individuals with disabilities, families, caregivers, and interdisciplinary teams across clinical and community-based settings. His work has focused on reducing barriers to essential healthcare through evidence-based behavioral intervention, healthcare desensitization, environmental modification, and the development of individualized pathways to care. His clinical approach emphasizes dignity, autonomy, assent, social validity, and meaningful quality-of-life outcomes.

In addition to his clinical and consulting work, Brandon is deeply involved in research, professional education, and international collaboration. His work includes developing healthcare desensitization protocols for medical and dental procedures, integrating Essential for Living skills into healthcare programming, and providing training and mentorship to practitioners and healthcare professionals. He has collaborated with organizations and professionals in the United States, Australia, and Brazil to advance practical, compassionate approaches to healthcare for individuals with disabilities.

Russ Franklin is a 15-year-old Miniature Dachshund serving as the Chief Crumb Officer (CCO) at Co-Operative Care Health. In this role, he provides essential workplace support through two primary areas of expertise: sleeping and crumb removal.

Throughout his distinguished career, Russ has demonstrated an unwavering commitment to rest, relaxation, and maintaining a crumb-free environment. His responsibilities include strategic napping, monitoring food-related activities, conducting thorough floor inspections, and promptly addressing any crumbs that may compromise workplace standards.

In addition to his daily operational duties, Russ contributes to the culture and morale of Co-Operative Care Health through his companionship, enthusiasm for snacks, and highly developed ability to locate food from remarkable distances. His work reflects the organization's commitment to creating a compassionate, welcoming, and collaborative environment—one crumb at a time.
